REGULAR MEETING – VILLAGE OF NORTHVILLE

Tuesday, April 16, 2024

 

The Village Board met Tuesday, April 16, 2024, at 6:45 PM.

Mayor Eckert called the meeting to order at 7:00 p.m.  The Pledge of Allegiance was recited.

 

Motion to approve the minutes of the March 26, 2024, Regular Meeting was made by Trustee Rudd, seconded by Trustee Markiewicz and passed by voice vote as follows:

AYE:        Trustee Markiewicz, Trustee Rudd, Trustee Sedon, Trustee Terwilliger

NAY:           0

ABSTAIN:   0

 

PUBLIC ACCESS:  No members of the public present requested to address the Board.

 

REPORT OF COMMITTEES: 

Police –The police report was filed with the Clerk and read at the meeting.  Chief Richardson reported 81 calls were handled by the NPD during the month of April.

Chief Richardson reported that NCS Teacher, Justin Frederick, brought his Technical Mathmatics class to the Police department recently.  They were given a tour of the department and discussed ideas for a sign they are making for the department.  The students are competing in groups of two, and each team is creating a design to be presented to Chief Richardson.

 

Streets – The DPW report was read and is on file at the Clerk’s office.

Highway Superintendent Reidell reported that he will begin curbing on South First Street, between VanArnam to Washington Street soon.  He indicated that letters were sent to the residents in the affected area.

Highway Superintendent Reidell reported that he would put the old head plow from the 2000 tandem on Auctions International as it was no longer being used.  Trustee Markiewicz made a motion to deem the head plow from the 2000 tandem as a non necessity and to advertise it on Auction International.  The motion was seconded by Trustee Sedon and carried by voice vote as follows:

Highway Superintendent Reidell reported that the water levels were very high and recommended that the gate to the beach area be closed until the levels recede.  The Board agreed and instructed that the gate be closed.

 

Water – It was reported that usage decreased from 2,094,000 gallons in March 2023 to 1,882,000 this year. Water testing and operations were normal.

Trustee Markiewicz reported that the Water Commissioners will be meeting on April 23rd with Highway Superintendent Reidell, Darryl Roosa, and Treasurer Matthews to discuss improvements to the wellhouse.

 

Code Enforcement- The Code Officer’s report was filed.  It was reported that four permit was issued in March.

 

Dog Control – No report issued.

 

Joint Youth Trustee Sedon reported they had a meeting last week and counselors were hired.  She stated that Youth Director, Kelly Donovan, had filed the Department of Health permit for the camp season.  Trustee Sedon stated that they would be bussing the camper to the Mayfield beach one day a week for swim lessons.

 

Park Use Requests – None.

 

Marketing – The Clerk gave a brief update on the upcoming events scheduled in the Village.  She indicated Garage Sale Weekend would be May 4th and 5th and that the Memorial Day Ceremony was May 27th at 6 p.m.  Plans are still progressing for the NPT 100th Anniversary celebration, May 31st through June 2nd.  Excitement is growing about the event.  It is advertised across the Adirondack Park and through the I Love NY platform, as well as locally with billboards and banners. She is also in the planning stages for the DOINS, July 4th, 5th, and 6th.

 

Report of Village Projects –  No updates

 

Tree Commission – No report.

 

 

PAYMENT OF BILLS                                                         

The monthly financial report was reviewed and bills to be paid from the General Fund in the amount of $ 62,503.41, from the Water Fund in the amount of $ 5,519.59, were presented for payment. Motion to approve payment was made by Trustee Sedon, seconded by Trustee Markiewicz, and carried by voice vote as follows:

ABSTAIN:   0

 

OLD BUSINESS:

Mayor Eckert reported that she met recently with the Rotary Foundation and they are looking to purchase a handicapped kayak dock system, authorizing up to $ 60,000.00 for purchase, for the Village of Northville.  She indicated Highway Superintendent Reidell would be going to look at similar aluminum structures in neighboring municipalities.  There was a question as to whether to go with aluminum or composite and the Board felt that the Foundation should pick as they are researching it and making the purchase.

 

NEW BUSINESS:

Mayor Eckert indicated a resolution would be needed to introduce legislation authorizing the transfer of state property to the Village.  She indicated this pertains to the Spillway and presented the following Resolution:

RESOLUTION REQUESTING INTRODUTION OF LEGISLATION AUTHORIZING THE TRANSFER OF STATE PROPERTY TO THE VILLAGE OF NORTHVILLE

WHEREAS, the Village of Northville is actively pursuing Federal grant funding for the construction of the Hunter Creek Dam Multi-Use Trail; and

 

WHEREAS, the property where the proposed Multi-Use Trail project is located borders the Great Sacandaga Lake and Hunter Lake, which are under Hudson River-Black River Regulating District jurisdiction; and

 

WHEREAS, a 1935 agreement drafted between Hudson River-Black River Regulating District and the Village of Northville, vested control of, and responsibility for, the Hunter Creek Dam with the Village; and

 

WHEREAS, Hudson River-Black River Regulating District Executive Director, John C. Callaghan, has expressed his support of the transfer of the New York State lands underlying and adjacent to the dam as the most efficient way to consolidate all rights and control of responsibility for the site with the Village of Northville; and

 

WHEREAS, an act of the New York State Legislature is required to facilitate this property transfer; now, therefore, be it

 

RESOLVED, that the Village of Northville Board of Trustees hereby requests its Assemblyman and Senator to introduce into the New York State Legislature bills which would transfer Hudson River-Black River Regulating District property, as described in Legislative Bill Drafting Commission #14906-02-4, to the Village of Northville; and, be it further

 

RESOLVED, that certified copies of this Resolution be forwarded to Assemblyman Matt Simpson and Senator Mark Walczyk.

 

 

 

Trustee Markiewicz made a motion to approve Resolution # 2 of 2024 as presented.  The motion was seconded by Trustee Sedon and carried by voice vote as follows:

AYE:        Trustee Markiewicz, Trustee Rudd, Trustee Sedon, Trustee Terwilliger

NAY:         0

ABSTAIN:   0

 

Mayor Eckert read an anonymous letter that was sent to the Board from a “very concerned citizen” over issues they had with things happening at the Village level.  No action was taken on the letter as the Board felt that if an individual has an opinion or concern, they should either come to a Board meeting to voice their concern or sign their name to the letter of complaint so follow up discussion could occur.

 

ADJOURNMENT:     There being no further business before the Board, motion was made to adjourn by Trustee Markiewicz, seconded by Trustee Rudd and passed by voice vote with no one dissenting.  The meeting was adjourned at 7:15 p.m.
