BUDGET WORKSHOP MEETING – VILLAGE OF NORTHVILLE

The Village Board met Monday, March 11, 2019 at 6:30 PM at the village offices.

Mayor Spaeth called the meeting to order at 6:30 pm.
Mayor Spaeth and Treasurer Matthews presented the tentative budget for the Board’s review.
Mayor Spaeth indicated that the tentative tax rate was $ 8.34 / $ 1,000.00 which was an increase of 2% and under the State tax cap. Treasurer Matthews stated a 2% increase would be an increase of $ .10/$1000.00. Treasurer Matthews presented the Salary schedule for review and indicated that in general there was a 3% salary increase.
Treasurer Matthews gave an overview of the tentative budget and allowed the Board opportunity to discuss items in the budget.
Treasurer Matthews explained the different Reserves and how they were being funded.
The Board discussed the Celebrations line in the budget. Mayor Spaeth stated that in previous years, the Village has contributed $ 1,500 to the Civic Association to be used for the Doins/Parade. He stated that since the Civic Association was not organizing the event this year and the Village was sponsoring the event, he asked if there should be an increase in that budget line. It was reported that part of the funds donated to the Civic Association were used for fireworks. Mayor Spaeth stated that the Town gives $ 2,500.00 toward fireworks which comes from the A fund that includes Town and Village. Treasurer Matthews stated he has $1,500.00 budgeted toward fireworks. After the discussion, the Board agreed to decrease the fireworks line item to $ 500.00 and move $ 1,000.00 to the Celebrations line, increasing the budgeted amount for the Doins/Parade to $ 3,000.00. Mayor Spaeth stated that next year, that budget line could be adjusted back to the previous amount as the goal is to find a non-municipal entity to sponsor future Doins/Parade events.
Treasurer Matthews reported that bank fees have been increasing. He stated that when the Village first moved to Key Bank, they were not charging fees and offering free checking. He indicated the new charges were cutting into over half the interest that we accrued from the higher rates that Key had offered. He stated he has been researching other banking options. Treasurer Matthews stated that the former Key Bank Representative he previously worked with now works for Pioneer Bank. He stated that Pioneer has offered a package to the Village that would have no fees and offered free checking. He stated they would give us a check scanner and provide a courier for any cash.
Trustee Markiewicz made a motion to adopt the Salary schedule as proposed. The motion was seconded by Trustee Sedon and carried by voice vote as follows:

Abstain: 0
Trustee Sedon made a motion to accept the tentative budget as the Preliminary Budget with a rate of $ 8.34/ $ 1,000.00, representing a 2% increase, and to schedule a Budget Hearing for Monday, April 2, 2019 at 6:30 p.m. The motion was seconded Trustee Markiewicz and carried by voice vote as follows:

The Preliminary budget with salary schedule as proposed will be available for review prior to the budget hearing on April 2, 2019.
ADJOURNMENT:
There being no further business before the Board, motion was made to adjourn by Trustee Collins, seconded by Trustee Eckert and passed by voice vote with no one dissenting. The meeting was adjourned at 7:45 p.m.
