BUDGET WORKSHOP MEETING – VILLAGE OF NORTHVILLE

The Village Board met Monday, March 16, 2021 at 6:30 PM via Zoom.

Mayor Spaeth called the meeting to order at 6:30 pm.
Mayor Spaeth and Treasurer Matthews presented the tentative budget for the Board’s review.
Mayor Spaeth indicated that the tentative tax rate was $ 8.42 / $ 1,000.00 which was an increase of 1% and under the State tax cap. Treasurer Matthews presented the Salary schedule for review and indicated that in general there was a 3% salary increase. Mayor Spaeth stated that during the review of compensation, changes were made to the Clerk, Treasurer, and DPW Supervisor rates for duties they performed that were not part of their job description to bring them to a more competitive level. He cited examples such as the clerk being a Registered Municipal Clerk and a notary, while the Treasurer is a notary and also offers IT and Grant Support. Treasurer Matthews noted that the 3% hourly increase for all employees was on their base salary, not on competitive incentives. Trustee Collins asked about compensation for Water and Code Enforcement down the road is those duties are being performed by DPW Superintendent Reidell. It was noted that there is a water stipend and Dan would receive some or all of that upon Darryl’s retirement. Mayor Spaeth stated we are still working out whether the duties of Code Enforcement could be added to DPW Superintendent Reidell’s job description and we are waiting to hear back from Civil Service.
Treasurer Matthews gave an overview of the tentative budget and allowed the Board opportunity to discuss items in the budget.
Trustee Eckert asked if we were going to look at the salary of the JY Director if we don’t have a camp this year. Mayor Spaeth stated we cannot afford to run a program again without any income. He stated if we don’t run the program, we cancel the program and cancel the salary. He stated the only source of income for the program comes from camp operating. Treasurer Matthews stated that currently it is in the budget but may not be spent if camp is not held.
Trustee Eckert made a motion to accept the Salary schedule as proposed. The motion was seconded by Trustee Sedon and carried by voice vote as follows:
Aye: Trustee Collins, Trustee Eckert, Trustee Markiewicz, Trustee Sedon
Nay: 0
Abstain: 0
After discussion, the Tentative budget was filed with the Clerk.
Trustee Collins made a motion to move the Budget from Tentative to Proposed, adopting the salary schedule with new structure, and authorized a Budget Hearing be conducted on April 20, 2021 at 6:30 p.m. The motion was seconded by Trustee Sedon and carried by voice vote as follows:
Aye: Trustee Collins, Trustee Eckert, Trustee Markiewicz, Trustee Sedon

Abstain: 0
ADJOURNMENT:
There being no further business before the Board, motion was made to adjourn by Trustee Collins, seconded by Trustee Markiewicz and passed by voice vote with no one dissenting. The meeting was adjourned at 6:50 p.m.
